## India UPI payments to get tax incentives, may become new engine for e-payments Recently, the National Payments Corporation of India (NPCI) approved a new proposal on the Unified Payments Interface (UPI), which plans to provide tax incentives to consumers and merchants for QR code payments via UPI from next year. Consumers and merchants will be able to avail the benefit by simply presenting their Permanent Account Number (PAN) or Uniform Tax Registration Number (UTRN), according to sources familiar with the matter.NPCI will submit an implementation plan to the government, which is expected to be realised by 2020. The initiative is in line with the Indian government's policy of encouraging electronic payments. The Government of India is targeting 40 billion electronic transactions by March 2020. UPI is reported to have recorded a record high of 918 million transactions in August. The payment method has seen a steady growth in transactions, challenging the dominance of traditional payment methods such as credit and debit cards. Sources said the tax incentive scheme was proposed by the Indian finance ministry and discussed by the NPCI steering committee. The exact extent of the incentives, which will be determined based on factors such as the size of the transaction, is yet to be finalised. It is learnt that the scheme will be realised through cashback, whereby the tax incurred by consumers on purchases will be refunded at a certain percentage. This will facilitate the growth of electronic payments and enable merchant tax compliance, further promoting UPI payment QR codes. The implementation of the scheme will most likely be tested initially in two banks.
